After spending years trying to thwart the nuclear black market, a former CIA spy says the only way to prevent terrorists from getting the bomb is to eliminate all of the world's nukes.

he smoke was still drifting off the World Trade Center when the CIA discovered that Osama bin Laden had secretly met just a few days before the attack with a top Pakistani nuclear scientist, seeking help in building a nuclear bomb. Immediately, nuclear terrorism jumped to the top of the list of urgent threats to the civilized world. My clandestine work as a CIA operations officer became laser-focused on counterproliferation as we mobilized to prevent a nuclear 9/11. We knew that the horror of a nuclear bomb detonated in a major city would dwarf any catastrophe previously suffered by our country - the death toll would be in the hundreds of thousands and the economic and social devastation sudden and catastrophic.

Nine years later, who is winning this contest of wills between the civilized world and terrorist groups trying to buy, build, or steal a nuclear bomb? I would like to believe the bad guys are losing, but, in fact, time favors them as long as nuclear-bomb-grade materials and weapons exist in the world. A valiant team effort by the CIA and our many partners around the globe has prevented an attack thus far. But my experience as part of that effort tells me that the only way to end this danger is to lock down all nuclear materials and eliminate nuclear weapons in all countries.

I am now dedicated to achieving this urgent goal as a leader of the Global Zero movement to rid the world of nuclear weapons. To help deliver a wake-up call to the public and policymakers, I recently participated in a chilling documentary that's in theaters now, Countdown to Zero, produced by Lawrence Bender and Participant Media - the team that made An Inconvenient Truth. This extraordinary film explains why living in a world with nuclear weapons and materials is simply not a viable option. Our only hope of survival is to drain the swamp as soon as we possibly can. The alternative is for nuclear weapons to spread around the world and, sooner or later, for terrorists to incinerate the heart of a major city.

According to the International Atomic Energy Agency, there have been at least 25 incidents of lost or stolen nuclear explosive material. If we estimate that the amount of recovered material represents 10 to 30 percent of the total amount that's made it onto the black market over the years, that translates into sufficient material to build two to five nuclear weapons. The CIA is trying to ensure that none of this falls into the hands of terrorists, but it's an uphill battle if the leakage of materials continues.

We may not precisely know the scale of the illicit trafficking in fissile materials, but we do know that rogue salesmen are peddling nuclear technology on the black market. The enterprising father of the Pakistani nuclear bomb, A. Q. Khan, hawked his wares for years before my group at the CIA caught him red-handed and put him out of business for selling a nuclear bomb to Libya in late 2003.

If terrorists get their hands on highly enriched uranium (a grapefruit-size quantity would be sufficient), they could smuggle it into a targeted city and detonate it on site. A hundred pounds of highly enriched uranium could fit in a shoebox - and 100,000 shipping containers come into the U.S. every day. Existing radiation sensors at the docks stand little chance: there are simply not enough of them, and it's easy to hide highly enriched uranium in common materials that also give off a slight radioactive signature, like kitty litter. And building a bomb is no longer a well-guarded secret. Graduate students at U.S. scientific laboratories routinely design nuclear weapons (minus the fissile material) using off-the-shelf commercial equipment.

Countdown to Zero looks at other nuclear threats in addition to terrorism, and there are many. The spread of the bomb to more nations is especially worrisome. If Iran acquires a nuclear-weapons capability, its rivals in the region will likely follow suit in short order, and the chances of nuclear catastrophe resulting from an accident, miscalculation, or madness will rise exponentially. As the movie shows, even the well-disciplined and professional U.S. military has made very serious mistakes with nuclear weapons. The nuclear superpowers - who remain on launch-ready alert to this day - have come close to accidental nuclear war on numerous occasions. U.S. and Soviet bombers and submarines with nuclear weapons on board have crashed or sunk.

After spending years in the nuclear underworld, working to block the proliferation of nuclear weapons and material to other nations or to terrorist groups, I believe we are losing ground and that bold action is needed. The only way to avert a disaster is to put all nuclear-bomb-grade materials and nuclear weapons in all countries under ironclad control as soon as possible (as President Obama advocated during his Nuclear Security Summit earlier this year), and then to eliminate the stockpiles completely. This cannot be done overnight or unilaterally. It will require years of hard work. The United States and Russia - which together possess 95 percent of the world's nuclear weapons - must reduce their Cold War stockpiles. Then, along with other major powers, including China, they must lead an international effort to reduce arsenals worldwide and make the elimination of nuclear weapons a global imperative, allowing no exceptions, whether Iran or Israel.

We will need to strengthen the monitoring of nuclear activities to verify compliance and root out any black market-eering. International inspectors must be able to investigate any facility in the world without restrictions. There is a strong track record to build on - since 1945 no nation has produced enough nuclear material to build a bomb without being detected by foreign intelligence agencies.

Getting to global zero will be arduous, but it can be done. Many who supported nuclear weapons as a deterrent during the Cold War now recognize that the threat today is not nuclear war with Russia or China, but proliferation and the risk of nuclear terrorism. Eliminating these present-day threats outweighs any benefits we might gain from retaining our nuclear arsenal.

The world's nuclear stockpile has already been cut by more than half over the past 20 years - from its Cold War peak of about 70,000 warheads to today's 23,000. And a political consensus is building in support of eliminating the rest. Presidents Obama and Medvedev have jointly declared their commitment to the goal of global zero and taken the initial step toward it by negotiating a new Strategic Arms Reduction Treaty - the first significant agreement to cut nuclear arms in decades. The United Nations Security Council has declared its unanimous support for the goal.

In the previous century, America led the world and defined the age - defeating Hitler, rebuilding Europe through the Marshall Plan, promoting civil rights for all people, sending men to the moon. Now we must again lead the world to conquer the gravest danger of this young century - nuclear terrorism.

Ms Wilson is to be thanked for her decision to continue the critical work of Operation Zero. What is most disturbing about the present situation is that the efforts to neutralize those who intend to carry out a nuclear attack seem to have been placed "off the table", apparently a victim of two wars which are draining our military, our resources and our capacity to recognize the inherent dangers which this situation presents. Global Zero seems to address these issues but, as Ms Plame suggests, it will be difficult to achieve, however, as she so cogently states: "Eliminating these present-day threats outweighs any benefits we might gain from retaining our nuclear arsenal." Let's continue to bring about a measure of
awareness which is now missing. Finally, Ms Plame Wilson's vicious and unwarranted persecution by the prior administration is clearly defined as what is was: a dastarly deed of hubris committed by small-minded individuals, who, I'm afraid, has gotten away with a serious crime.

When we're reminded of how crucial Valerie Plame's clandestine work was, it's even more outrageous that the right sabotaged that work for the sake of petty political revenge against her husband. And then they accuse Democrats of being "soft on terrorism." The hypocrisy knows no bounds...
One thing the article fails to mention is that countries in the Middle East wouldn't be so urgently seeking nuclear capabilities if it weren't for the ever-present threat of a nuclear-armed Israel.

Quite right Aurolyn. Add to that particular threat having U.S. troops occupying territory, relentlessly killing, and stealing resources, mixing it up with allies and "enemies" alike, and having done so for many years.

I'm not certain who Ms. Plame is referring to when she says "bad guys" but considering how many countries the U.S. has harmed and insulted, it could be just about anybody.

But - it appears Ms. Plame is also dismissing the rather heinous crimes and nasty involvement of the CIA in the "war on terror", assassinations, coups, and numerous methods of torture, etc. She herself may have been on a noble mission, but the CIA as a whole has been one of the causes in the creation of "bad guys".

A "nuclear 9/11", eh? So there is a threat that the U.S. is now going to use a nuke on it's own people? It blows me away - the massive denial that continues in this country. The 9/11 psy-op was so successful that, even today, "experts" still speak of it as a terrorist attack perpetrated by outsiders. The cognitive dissonance is ripping our collective psyche.

And of course we still need to rid the world of ALL nukes.

Yeah, Peter. There is that. One more insult. Everyone is playing the game to blame the "enemy at the gates". Why is it so difficult for citizens to think their own government would turn on them, regardless of the paranoia, just as the government has their own allies? Wouldn't be the first time.

Nothing is mentioned here of the poisoning of Iraq and other countries with the use of depleted uranium. Why that doesn't count in the nuclear scheme of things is beyond me.

As long as we are using depleted uranium, we are using nuclear weapons, now!

AS EVER, no mention of the elephant in the Middle East with nukes, or more like it, the rottweiler, Israel. It is obvious that Iran will have to acquire them for self defence.. whether one supports the regime there or not.....firstly, to counter constant threats from the USA and prevent it creating the massacres and mayhem a la Iraq...and secondly, to neutralize the bellicosity of the zionists.

'That old drama' is finally surfacing as equivalent to techniques researched during the Japanese occupation in China: attacking human DNA and producing genetic monsters more efficiently than Agent Orange, being impossible to prevent dispersal, and lasting forever.
I note 4 stories coming through on the topic just today, concentrating on the results in Fallujah.
Mind, domestic water pollution from uranium exploration and mining is another effect of the 'nuclear age.' The Navajo have decades-old experiences to share.

Great in theory but it will never happen realistically.

For example, Israel will never give up its nuclear capability as its only protection against being tremendously outnumbered by its enemy populations and surrounded by countries that have threatened to annihilate its citizens since its founding over 60 years ago.

Similarly, the USA will not allow its fears of nuclear terror being used against it by other countries and groups that might be able to hide their nuclear capabilities from discovery. This same fear will prevent other such countries and groups from destroying their capabilities.

Israel (Zionists) ignited that fire in the Middle East and being accurate, has visited upon neighboring countries 100 times the pain anyone has even threatened to heap upon Israel. Nobody has the capabilities of Israel and none have used illegal weapons against them, as Israel has done repeatedly.

Exactly which countries are these, and exactly what date(s), and what were the exact quote(s) of the leader(s) of these countries calling for annihilating Israel.

Disarmament can come when every person on the earth has the 'dialectic' right to formally 'debate' (French = 'de' = 'undo' + 'bate' = 'the fight') and to publish results. Debate is held within affilation or stakeholder groups and then between these groups.

We all know that the word is mightier than the sword because truth is one of the higher human values. Dialectics can be implemented in all commerce, industry, government, institutions, schools and among all nations. 'Satyagraha' meaning 'truth-search' coined by Mohandas Gandhi is a foundation of sustainable peace.

However dialectics won't suffice unless words are translated into actions. 'Livelihood' is a still higher human value. 'Welcome' for all to become in livelihood generation is the mark of true peace, civility and sustainability. The left's increasingly hypocritical disdain for Israel is obvious in some of these comments. Israel has never threatened to annihilate its Arab neighbors the way they have repeatedly threatened Israel. Nor has Israel repeatedly rejected peace in favor of continuing a war of terror against its neighbors. Iran's pursuit of nuclear weapons has nothing to do with self-defense against an Israeli threat. Iran has openly stated its desire to wipe Israel off the map. I have little doubt Israel would gladly surrender its nuclear capability as soon as its security can be assured. Operation Zero has the right goal, but until the world can unite to forcibly reign in all combative nations and fundamentalist nuts, the goal will remain elusive.

David, it is time to end the liberal/conservative, left/right, up/down, as if there isn't a broader, more enlightened approach to issues. Don't restrict yourself in your research by claiming left or right. Dig deep into the history of Israel - not Jews, Israel - and you will learn exactly what crimes they have committed against thousands of innocents, using brutal methods of destroying homes, killing children, dropping white phosphorus, cluster bombs, you name - all done with the support, money, and arms supplied by the U.S.

One cannot blindly support any such government - even our own.

Ahmadinijad has NEVER said that. He HAS called for a regime change in Israel a number of times...the same as Bush, Cheney, Blair, et al called for a regime change in Iraq when Hussein was in power.

Let us not forget it was the CIA under Reagan that facilitated the development of nuclear weapons in Pakistan in a trade-off for support in fighting the Russians in Afghanistan, by means of the Taliban, whom we also created by enlisting our then-ally by name of Osama Bin Laden. VPW is asking for the impossible. None of the countries having the stockpiles will agree to part with them.
Why not remove the cause of the problem so that the so called terrorism could be eliminated.
We have developed a tendency to go after the affects while completely ignoring the causes. All of us know what are the causes but no or very little effort is being made to solve them.

Washington is FULL of dim witted actors and actresses who just play along for the money. The public American coffer is being robbed every day by selfish and greedy men who are becoming obscenely wealthy at the expense of the common working men and women. When Robert Gates finally sits up and admits that even he cannot make any sense out of what this absurd "intelligence" apparatus is creating, we indeed, have a real problem. Warmongers and chickenhawks absolutely control Washington D.C. and it is time for a real change. The structure of our federal government needs drastic change, by law, and followed constitutionall y, but drastic change, nonetheless.

Now, there's a comforting possibility. After all, regulatory bodies of all sorts have proven so effective over recent years. Well worth the money.

We as a nation don't even have the balls to take on the well-dressed terrorists who do business on Wall Street and the City of London, or the sleaze bags the likes raise to political power, like Bush, Cheney, Rumsfeld, Obama (endorsed by the Financial Times of London!), Blair, Brown (I could easily lengthen this list).

The FIRST order of business is root out those "respectable" figures who are among the state sponsors of terrorism in our own nation. The 911 Commission? A joke! Robert Muller still heads the FBI, right? What are we spending our money for? What are we getting?

A half-trillion dollars per year we're blowing on defense and intell! Good God.

The technology required to assemble a nuclear device is almost a century old. The availability of this older technology combined with the darker parts of human psyche is a horrific mixture.
