Wayne Lyman Morse was a politician and attorney from Oregon, United States, known for his proclivity for opposing his parties' leadership, and specifically for his opposition to the Vietnam War on constitutional grounds. Morse was one of only two Senators who opposed the Gulf of Tonkin Resolution, which authorized the president to take military action in Vietnam without a declaration of war. He continued to speak out against the war in the ensuing years.

Barbara Lee is notable as the only member of either house of Congress to vote against the authorization of use of force following the September 11, 2001 attacks. This made her a hero among many in the anti-war movement. Lee has been a vocal critic of the war in Iraq and supports legislation creating a Department of Peace. The peace movement in the United States has a proposed legislative history that dates to the first years of the republic.

Dr. Benjamin Rush, Founding Father (signer of the Declaration of Independence), wrote an essay titled "A plan of a Peace-Office for the United States". Representative Dennis Kucinich (D-Ohio) re-introduced a bill to create a U.S. Department of Peace. This bill has since been introduced in each session of Congress from 2001 to 2009. It was re-introduced as H.R. 808 on February 3, 2009 and is currently supported by 72 cosponsors.

We are concerned about a recent drift towards vitriol in the RSN Reader comments section. There is a fine line between moderation and censorship. No one likes a harsh or confrontational forum atmosphere. At the same time everyone wants to be able to express themselves freely. We'll start by encouraging good judgment. If that doesn't work we'll have to ramp up the moderation.

General guidelines: Avoid personal attacks on other forum members; Avoid remarks that are ethnically derogatory; Do not advocate violence, or any illegal activity.

Remember that making the world better begins with responsible action.

good idea. We need a department of peace with a budget at least as large as the Pentagon!!!! Sometimes I think this would be a no brainer. Why not resolve world crisis peacefully. Think about this --

1. The Taliban offered to capture and give Osama to an international criminal court, if the US would give them evidence of probable cause against Osama.

2. Qaddafi and the African Union have been offering (begging really) for a negotiated settlement to the fighting in Libya.

3. The Arab League has promised to fully recognize Israel and guarantee its safety in return for an Israeli recognition of Palestine since the late 1970s.

I could go on. There are a few psychopaths in the world who simply do not want peace. They love war, killing, and destruction. These people are mentally ill but they always gravitate to positions of great power in military establishments (Pentagon, West Point) and governments. We need to recognize them for what they are -- psychopathic criminals. They are people like Rumsfeld, Petraeus, Cheney, and more.
